As far as I understand, one person can have currently only one Revolut account. In one region only. To open two accounts under the same name would violate the T&Cs.
The assumptions about fees seem correct with one exception: there are exchange fees depending on the volume of the exchange, the plan/subscription and the timing („weekend-markup“).
