Does the Freelancer account come with the ability to have more than one card? We ideally need one for the owner and one for a support staff member (that the owner can control). Or would we have to subscribe to the Company-Start account? What is the maximum number of cards with that?

Thank you for reaching out to us. As a freelancer, you can create card only for yourself. To create card for coworker, you will need to go for company set up. There is no limit to the number of the cards you can create though but please bear in mind that there will be delivery fee included, for each card separately.
