Yes you can have an USD account 
But if you think you can use it to pay for US stores/subscriptions such as Amazon.com, PlayStation Store US, iTunes Store US…unless you signed up to Revolut with a US address, you’re out of luck.

Revolut only available in EEA region currently, so, unfortunately, you can only sign up for the waiting list.
Revolut is not available to US residents yet neither provides accounts with “routing code” for wire transfers, only SWIFT.
You will probably need to look at transferwise borderless instead.
