Why would we want an IBAN and BIC for USD?
We want account numbers & routing numbers 
It makes payments from the rest of the world easier. A combination of IBAN for the UK USD account and the US details in terms account numbers and routing numbers help.
Most USD transactions don’t involve the IBAN process unless you’re just topping up - in which case the amount of people with USD IBAN accounts is still extremely low.
The best approach would be a method like that on TransferWise’s borderless accounts which allow you to seemlessly convert GBP, USD, EUR and store it in accounts with local account details.
