My top keep getting declined , and i spoke to my card provider and they have confirmed that they aren’t declining any payments. Can you please tell me if there are issues ?

I use it without any problem.
How much are you going to topup? I believe that this is less than you daily limit (which can be quite small especialy when you start your adventure with revolut 
)
