Yes, I top up with a USA MasterCard and Visa debit card every week. There’s two tricks. First, I’ve added the USA debit cards to Apple Pay. Maybe Android Pay works too? Second, I top up in Euros, not US dollars. If you top up in dollars, Revolut takes 3%. If you top up in Euros, Visa will convert to Euros for a fee. I observe the Visa conversion fee is around .6% (i.e. 60 cents per $100), MasterCard is even less. Only use USA debit cards that don’t charge extra fees or take an additional percentage.
