I have received my second card but it seems I cant top it up.
And I cant find where to set spendinf limits.
anyone can help me?

You top up the account, not the card. Either card will draw funds from your account.

As TonyP has written- if you have money on your account the funds are available for each card.
Monthly limits can be set up on each card separately. You can set it up in Cards> Limit
