Hello, Can a South African Citizen resident in South Africa use the App? I’m a registered user (in the UK) and I’d like to send money to a friend in South Africa using the App

No, its only available for the citizens of EEA area however you might be able to wire transfer money from your Revolut account to his bank account in Africa.
