Screenshot from iPhone XS Max. I am in Belgium Central European Time. From the announcement cannot tell if times for maintenance are GMT, British Summertime, CET or something else. Perhaps the information is there but it is cropped? Clicking on the announcement gives general information but not the date/time.

Basically, the timezone for maintenance is UTC. Hope that clarifies your concern.
