Problem Signing up in Spain?

i have been trying since hour but no code received to my number. I thought it might be problem with my device. so changed it to my iPhone and tried to signup but still no code received, anybody from Spain has this same issue?
Also the support team is not responsive i said them to call me but no response.
Is this bug or error?
