Never received a card - Now charging for a replacement

I joined Revolut nearly 2 years ago and topped up €250 but I have never received a card and the money is still sitting in my account.
I’d like to use the funds on my next trip but when I tried to get a card sent to me it tried to charge me for a replacement.
