I am having exactly the same problem. As a former banker, I’ve quoted the same rules regarding fraudulent transactions.
The transaction was to an insurance company, followed by two further attempts to other insurance companies, but these failed due to insufficient funds (thank goodness).
I’ve written requesting a refund, but have not had a reply. It’s good to know they have a chargeback department - I’ll give them a try.
