Charged ATM withdrawal then refunded immediately

I have been out of an internet zone while travelling, just got back to some wifi and saw that while I was away there was an ATM withdrawal on my card by Bob. This was then refunded immediately, however, I was still charged the commission fee and now I am over my ATM withdrawal limit for the month.

Support is offline at the moment, can I get back that commission fee and my correct ATM usage for this month??
