Can I register as a Belarussian citizen by Russian number?
Then verify account as a Belarussian and do transactions.
You need to be a resident of the EEA.
But looks like @revolut will be available in russia too?

as mentioned on another thread @nikolay said on an interview in April 2018 they expect to land in russia in Q4

the same problem, I’m Belarusian citizen, work in Moscow. And local banks don’t make card for me. I tried 5 banks, and get card only in tinkoff, but I need second card. And they deny my second request too. Revolut, plz come here faster, we all wait for you! 
According to some posts I found I russian spoken internet sites, Revolut some time ago was available in Russia. Not anymore.
