"Camera Not Available", despite working camera and correct permissions

I am trying to move the Revolut app to a new phone because my old one is ‘no longer supported’.

After entering my email address and code, it demands a selfie for ID confirmation. When I tap Continue, it gives me an error message saying:
"Camera Not Available
This might be because your device doesn’t have a camera."

Both the front and back cameras work fine when used by other apps, and I’ve made sure the Revolut app has camera access permissions.
Other things I’ve tried include:
Removing and reapplying camera permissions.
Restarting the app.
Restarting the phone.
Clearing the app cache.
Clearing the app data.
Uninstalling and reinstalling the app.
