Are Deutsche Telekom SEPA transfers prohibit?

I’ve seen a few alarming users reports on Revolut DACH unofficial Facebook group, exposing their blocked accounts circumstance.
When Revolut support is reached they explicitly declare that transfers to Deutsche Telekom are not allowed.

“Jetzt blockieren die schon Konten, wenn man seine Telekomrechnung an die deutsche Telekom überweisen will.”

“Mit wurde vorhin das Konto gesperrt, weil ich eine Rechnung an die Telekom hier in Deutschland überweisen wollte. Der Support meinte, dass Überweisungen an die Telekom nicht unterstützt werden. Und weitere versuche zu einer automatischen Sperre führen könnten.”

Is there a plausible explanation for that?

short answer: no
longer answer: it could be that the Telekom is miscategorised on Revolut’s end otherwise there is no plausible answer from my point of view.

Maybe silly german telecom dont accept IBANS not starting with DE ? I would not be surprised much.

No, silly German Telekom does accept all SEPA IBANs.

In my country I can pay telecom bill also as purchase with card. Works great (but not tried to do so via Revolut card).
