What Mastercard calls “account ranges” is basically an extension to BINs. A lot of cards can share the same BIN (first 6 digits), and then the following numbers are used to identify sub-groups. This can be used for all kinds of things. To distinguish different currencies or card programs. It adds the issuer flexibility in designing a more diverse card program with just one BIN.

If Revolut indeed uses account ranges for localization, a French card can share the same BIN with a UK card, but the following 1 to 5 digits would be different. Also, to further complicate this, there’s an 8 digit BIN standard.
